or undefined when the stored one is current.
One rule so far (issue #25). Until 0.7.0, an unanswered question of a parliament that
numbers its Kleine Anfragen apart (separateKaNumbers) was stored under its number
read as a Drucksache: 08/1487 for KA 8/1487, with the id of Drucksache 8/1487, a
different paper. Such a record is told apart by what its source row gave it: a
question date and no answer date, which no Drucksache there has. ka reextract moves
it, ka doctor names it, and a sync refuses to overwrite it.
