The abstention queue ka review works: records the extractor abstained on
somewhere that no human has verified yet, most abstentions first, ties on the
id. Unlike the onlyAbstained search filter — which selects records with holes,
verified or not — a verified record has left the queue: a person checked its
holes, which is what the queue is for.
