The query, the paging and the filters are checked first
(searchableQueryProblem, assertPaging, normalizeSearchFilters): a
non-blank query with nothing searchable, a page that cannot exist or a filter
that cannot match throws OpenKaValidationError instead of answering every
record, the wrong page or "no matches". limit defaults to
DEFAULT_SEARCH_LIMIT, offset to 0.
