Saarland's answer papers restate each question, without its number, above the
"Zu Frage N:" heading that answers it. Read by heading, the text under "Zu Frage
1:" therefore runs on into the restated question 2, and 217 answers in the corpus
ended with the next question — in records that reported nothing missing.
Only an exact restatement is cut (whitespace, soft hyphens and hyphens ignored,
as restatesSameQuestion does), and only at the end of an answer. An answer that
was nothing but the next question had no text of its own, and abstains.
