Follow a German city or municipal council through its OParl council information system (Ratsinformationssystem) — find the endpoint, then its bodies, meetings, papers and committees — via the oparl-cli. Open data; licence varies per endpoint.

Install

  1. Install the oparl CLI:

    npm i -g @maschinenlesbar.org/oparl-cli

  2. Add the marketplace (once):

    /plugin marketplace add maschinenlesbar-org/plugins

  3. Install the plugin:

    /plugin install oparl@maschinenlesbar

    Follow what a German city or municipal council is doing — recent papers (Vorlagen, Anträge, Anfragen), upcoming or past meetings, committees and legislative terms — from its OParl council information system, using the oparl CLI. Trigger when the user asks "what did the Cologne council publish this week?", "which motions were filed in Münster since September?", "when does the Bezirksvertretung meet next?", "list the committees of the city council", "find papers about the Theatergebäude", or wants a digest of a council's recent activity. Walks OParl lists page by page with date filters, checks whether the server honoured them, and cites paper references.

  • /oparl:oparl-endpoint-finder

    Find a German municipality's OParl endpoint (its council information system API) and check that it works, using the oparl CLI. Trigger when the user asks "does Köln have an OParl API?", "find the Ratsinformationssystem API for Münster", "which councils publish OParl?", "is the OParl endpoint of Solingen still working?", "what software does Dresden's council system run?", or needs a System or Body URL before looking at meetings and papers. Searches the dev.oparl.org registry and the curated list shipped with the CLI, verifies the endpoint live, lists its bodies and the lists each body offers, and reports the declared data license.
